وفاقی حکومت کی جانب سے کورونا وائرس کے باعث ہونے والے ریونیو نقصانات کو کم کرنے کیلئے پٹرولیم مصنوعات میں کمی کا پورا فائدہ عوام کو منتقل کرنے کی بجائے پٹرولیم لیوی میں 300 فیصد تک اضافے کا انکشاف ہوا ہے۔

تفصیلات کے مطابق پٹرولیم مصنوعات پر جی ایس ٹی کی شرح پہلے ہی 17 فی صد کی جاچکی ہے۔ اس حوالے سے وزارت خزانہ کے سینیئر افسر نے بتایا کہ بین الاقوامی مارکیٹ میں تیل کی قیمتوں میں کمی کے تناظر میں آئل اینڈ گیس ریگولیٹری اتھارٹی نے ملک میں پیٹرولیم مصنوعات کی قیمتوں میں زیادہ کمی کی سفارش کی تھی مگر حکومت نے کورونا کے باعث ریونیو کی مد میں ہونیوالے نقصان کو کم کرنے کیلئے پٹرولیم مصنوعات پر عائد پٹرولیم لیوی کی شرح بڑھا کر اس کی ایڈجسٹمنٹ کی ہے اور اوگرا کا تجویز کردہ پورا فائدہ عوام کو منتقل نہیں کیا۔

ذرائع کا کہنا ہے کہ اوگرا کی تجویز کردہ کمی کو ریونیو مقاصد کیلئے جذب کرنے کی خاطر پٹرولیم لیوی بڑھائی گئی۔ اوگرا نے پٹرول کی قیمت کم کرکے (75.90) روپے فی لیٹر مقرر کرنے کی سفارش کی تھی مگر حکومت نے (15) روپے کی کمی سے 81.58 روپے فی لیٹر مقرر کی اور پٹرول پر عائد پٹرولیم لیوی میں (5.58) روپے فی لیٹر اضافہ کردیا جو کہ (24) فیصد  اضافہ ہے۔

اسی طرح اوگرا نے ہائی اسپیڈ ڈیزل کی قیمت کم کرکے (73.31) روپے فی لیٹر مقرر کرنے کی سفارش کی تھی مگر حکومت نے (80.10) روپے فی لیٹر مقرر کی اور ہائی اسپیڈ ڈیزل پر (6.79) روپے فی لیٹر پٹرولیم لیوی بڑھادی جو کہ 24 فیصد اضافہ ہے۔

علاوہ ازیں حکومت نے مٹی کے تیل کی قیمت میں بھی اوگراکی تجویز کردہ کمی کے ساتھ 44.07 روپے فی لیٹر مقرر کرنے کی بجائے لیوی میں (300) فیصد اضافہ کرکے مٹی کے تیل کی قیمت (47.44) روپے فی لیٹر مقرر کردی اور مٹی کے تیل پر پٹرولیم لیوی بڑھا کر (18.02) روپے فی لیٹر کردی جو کہ پہلے (6) روپے فی لیٹر تھی۔ اسی طرح لائٹ ڈیزل آئل کی قیمت میں اوگرا کی تجویز کردہ کمی کی بجائے پٹرولیم لیوی میں (273) فیصد اضافہ کرکے(47.51) روپے فی لیٹر مقرر کردی اور لائٹ ڈیزل آئل پر پٹرولیم لیوی بڑھا کر (11.18) روپے فی لیٹر کردی ہے۔

ذرائع کا کہنا ہے کہ اگر حکومت پٹرولیم مصنوعات پر لیوی نہ بڑھاتی اور اوگراکی تجویز کردہ کمی کا پورا فائدہ عوام کو منتقل کرتی تو اس سے پٹرولیم مصنوعات کی قیمتوں میں مزید ساڑھے (5) سے ساڑھے (9) روپے فی لیٹر تک کمی ہوجاتی-

Islamabad:- It has been revealed that the federal government has increased the petroleum levy by up to 300 per cent instead of passing on the full benefits of the reduction in petroleum products to the public to reduce the revenue losses caused by the corona virus. According to the details, GST rate on petroleum products has already been increased to 17%. In this regard, a senior official of the Ministry of Finance said that in the context of reduction in oil prices in the international market, the Oil and Gas Regulatory Authority had recommended a further reduction in the prices of petroleum products in the country, but the government lost revenue due to Corona. In order to reduce the losses incurred, the rate of petroleum levy on petroleum products has been increased and adjusted and the full benefit proposed by OGRA has not been passed on to the people. Sources said that the petroleum levy was increased to absorb the reduction proposed by OGRA for revenue purposes. OGRA had recommended to reduce the price of petrol to Rs 75.90 per liter but the government reduced it by Rs 15 to Rs 81.58 per liter and increased the petroleum levy on petrol by Rs 5.58 per liter. Which is an increase of (24) percent. Similarly, OGRA had recommended to reduce the price of high speed diesel to Rs 73.31 per liter but the government fixed it at Rs 80.10 per liter and increased the petroleum levy on high speed diesel by Rs 6.79 per liter. An increase of 24%. In addition, the government also fixed the price of kerosene at Rs 47.44 per liter by increasing the levy by (300) per cent instead of Rs 44.07 per liter with Ograki's proposed reduction in the price of kerosene and kerosene. However, the petroleum levy was increased to Rs. 18.02 per liter from Rs. 6 per liter earlier. Similarly, instead of OGRA's proposed reduction in the price of light diesel oil, the petroleum levy has been increased by (273) percent to Rs. 47.51 per liter and the petroleum levy on light diesel oil has been increased to Rs. 11.18 per liter. Sources said that if the government had not increased the levy on petroleum products and passed on the full benefits of the reduction proposed by Ograki to the people, it would have further reduced the prices of petroleum products by Rs 5 and a half to Rs 9 per liter.
